· Set the targeting for the ad group to “Target all”

· Set the targeting for the campaign to “Target all” and resubmit the ad

· Set the targeting for the ad group to “Broad Reach”

· Set all targeting for the ad group to “Observations” and at least one targeting method to “Targeting”
